In 2000, the Spanish Federation of Municipalities and Provinces launched the Section of Local Entities with Mineral and Thermal Waters to bring together the municipalities that own this natural resource and join forces in a joint project.
Despite the efforts made during the first decade of the century by the Federation, the difficulty in building a shared workspace in such heterogeneous places has hampered the progress of the joint project. Time has shown that creating tourist destinations capable of producing valuable experiences, even with the same resource, is not easy.
In the context of the Next Generation funds, this report aims to explain the opportunities these funds open up and, at the same time, the existing difficulties that have been hampering the development of Villas as tourist destinations, establishing ways to overcome them.
