
ETHIOPIAN SUSTAINBLE TOURISM DEVELOPMENT PROJECT | TERMINAL EVALUATION

The project development objective (PDO) was to enhance the quality and variety of tourism products and services in targeted destinations so as to increase the volume of tourism, foreign exchange earnings, and jobs. It was expected that the implementation of the project would yield the following key outcomes, particularly in key destinations: (i) an increase of annual international visitors; (ii) increased average spending by visitors translating into higher foreign exchange earnings; and (iii) an increased number of direct and indirect tourism-related jobs.
ICN-Artea implemented a full evaluation of the project, taking into consideration this main objectives and based on deep analysis of a wide range of indicators.
This evaluation comprised three main sections. The first was an evaluation of the project’s impacts and outcomes in relation to its Project Development Objective (PDO) and key PDO-level indicators; the second was an evaluation of the project’s activities and outputs and their link with higher-level objectives. The third section was an evaluation of key factors affecting the project’s implementation.
